Detailed Description Digital parking payment service - operators with national coverage to implement a digital payment solution for on-street parking

The City of Carcassonne is seeking two operators with national coverage to implement a digital payment solution for on-street parking. The aim is to expand the payment options available to users for on-street parking by allowing them to pay remotely via a secure platform accessible online and via mobile phone. The City wants all users (residents and non-residents) to pay the same rate, whether they pay directly at the parking meter or remotely for the purchase of a virtual parking ticket without any additional associated services (minimum service). The City will cover the cost of this minimum service at a fixed price of €0.10. The operators will be able to offer additional services to users in the form of optional extras, which users must select individually (rather than deselecting unwanted options).
