Detailed Description Prequalification are invited for Rfid technology solutions
Background: A. Multiple County departments have expressed interest in learning more about the proper application of RFID technology within their respective departments. In this RFI, we request RFID technology use cases designed to address various scenarios including that described below.
B. MORGUE & EVIDENCE SERVICES: 1. Tarrant County Medical Examiner (TCME) has experienced a surge in cases resulting in a daily average of fifty (50) bodies stored or moved between 3 coolers, 4 exam rooms, an x-ray room, and to/from the receiving bay. Currently, manual methods such as dry erase boards are used to track cases resulting in errors and outdated information. In addition, staff are required to physically locate and inspect the identification tags or body bags to confirm a body’s location. 2. Given the COVID-19 pandemic, TCME staff members are mandated to wear PPE (personal protective equipment) to minimize exposure; however, there remains the constant threat of exposure resulting from the mishandling, storage, movement, and/or release of deceased COVID victims. Automating the tracking of bodies entering, processing, and exiting the morgue is essential to continuity of operations and limiting the staff exposure to bodies with infectious diseases. 3. RFID technology (e.g. RFID tags, scanners, and sensors) has been successfully used by companies to keep track of inventory and within the healthcare industry to track patient movement. The use of disposable RFID tags within a morgue setting, affixed to each body tag, would allow TCME to track the physical disposition of a body. However, re-usable RFID sensors may not be feasible due to the risk of bio-hazard contamination and cross-contamination of forensic evidence between bodies. 4. Additionally, display screens could be utilized within the Morgue Control Room and the TCME Front Desk area for routine monitoring. Morgue activity could be displayed so that TCME personnel are always informed of body movement as well as a real time reports on storage location inventory when mounted outside of a given location such as a cooler (with low temperatures of 36-40 degree F), examination, or autopsy room.
